Matilde Carlón is Professor of Administrative Law at the Universidad Complutense de Madrid, where she has taught since the year 2000. She obtained her PhD in 1998 from the University of Oviedo, where she had graduated in law four years before. From 2001 to 2003, she served as a leading national expert with the European Commission and, from 2007 to 2011, as an attorney on secondment to the Spanish Constitutional Court. Author of numerous publications, her areas of interest include economic administrative law, with particular attention to public services, competence, housing and fundamental rights. On the administrative side, she was Vice-Dean of the Faculty of Economics at the Universidad Complutense de Madrid from 2003 to 2006, also serving as its Secretary-General on two occasions: 2011-2013 and 2015-2019. From 2021 to 2025, she was Vice-Rector for Institutional Relations and Programming at the Universidad Internacional Menéndez Pelayo.
